Manager
The City Manager is the chief administrative officer of the City of Caro and is responsible for the day-to-day operations of the City government. Appointed by and accountable to the City Council, the City Manager carries out Council policies, oversees municipal departments, and ensures that City services are delivered efficiently, effectively, and in a manner that serves the best interests of the community.
The City Manager provides professional leadership and administrative direction across all City functions, including public safety, public works, finance, utilities, planning, and community development. Key responsibilities include preparing and administering the City’s annual budget, managing City personnel, implementing ordinances and resolutions adopted by the City Council, and advising Council members on municipal operations, policy matters, and long-term planning.
In addition, the City Manager represents the City of Caro in interactions with residents, businesses, regional partners, and state and federal agencies. The position plays a central role in economic development efforts, grant administration, and strategic initiatives aimed at maintaining and enhancing the quality of life in Caro.
Through professional management, transparent communication, and responsive service, the City Manager works to ensure that the City of Caro operates in a fiscally responsible, ethical, and forward-thinking manner while meeting the needs of its residents and stakeholders.
Scott R. Czasak — City Manager
Scott R. Czasak serves as the City Manager for the City of Caro, where he leads the administration of daily city operations, supports the implementation of policies set by the City Council, and works to enhance community services and growth. He also serves as the City’s Zoning Administrator, playing an important role in land use and development decisions.
Mr. Czasak was appointed City Manager in 2022. Prior to joining Caro, he served as Executive Director for the Escanaba Downtown Development Authority, Legislative Director for the 36th District in the Michigan House of Representatives, and Legislative Assistant/Scheduler for Michigan's 12th District in the US House of Representatives. Scott has also served on the Macomb Township Historical Commission, Chaired the Ford River Township Planning Commission, and various positions in political organizations.
A native of Macomb County, Scott has deep ties to Michigan and a strong commitment to serving communities across the state. He holds a Master of Public Administration (MPA) from Oakland University and has completed the Certified Public Manager (CPM) program through Saginaw Valley State University, as well as the Michigan Political Leadership Program from Michigan State University, all demonstrating his dedication to professional excellence in local government.
In his role, Scott focuses on transparent leadership, thoughtful long-term planning, fiscally responsible management, and community engagement. He collaborates closely with residents, business leaders, and regional partners to support infrastructure improvements, economic growth, and quality-of-life initiatives that reflect Caro’s values and goals.
