Planning and Zoning
Planning and zoning are essential tools used by the City of Caro to guide growth and development in a thoughtful, orderly, and sustainable manner. Together, they help protect property values, promote public health and safety, and preserve the character and quality of life of the community.
Planning focuses on the long-term vision for the City. Through documents such as the Master Plan, the City evaluates current conditions, identifies future needs, and establishes goals for land use, housing, transportation, public facilities, economic development, and natural resources. Planning helps ensure that future development aligns with the community’s priorities and supports Caro’s continued vitality.
Zoning is the regulatory framework that implements the City’s planning goals. The Zoning Ordinance divides the City into zoning districts and establishes standards for how land and buildings may be used. These standards address issues such as permitted land uses, building height and placement, lot size, parking, and signage. Zoning helps ensure that different land uses are compatible and that development occurs in a predictable and fair manner.
The City’s Planning and Zoning functions are administered through the Planning Commission, with support from City staff. Residents, property owners, and developers are encouraged to participate in the planning process and to contact the City with questions regarding zoning requirements, development proposals, or land use regulations.
