Code Enforcement

The City of Caro’s Code Enforcement program works to protect the health, safety, and quality of life of the community by ensuring compliance with city ordinances and applicable state regulations. These standards help maintain safe neighborhoods, protect property values, and promote a clean, attractive environment for residents, businesses, and visitors.

Code enforcement is not intended to be punitive. The City’s approach emphasizes education, cooperation, and voluntary compliance whenever possible. Staff work with property owners and occupants to identify concerns, explain requirements, and provide reasonable opportunities to correct violations.

What Code Enforcement Covers

Code enforcement may address issues such as:

  • Property maintenance and exterior conditions

  • Zoning and land use compliance

  • Nuisance conditions

  • Unsafe or abandoned structures

  • Weed and debris violations

  • Signage and outdoor storage concerns

All enforcement activities are conducted in accordance with City ordinances and Michigan law.

Reporting Concerns

Residents are encouraged to report potential code violations so they can be reviewed and addressed appropriately. Reports help the City respond to issues that may affect public safety or neighborhood conditions. Complaints are handled respectfully and, when allowed by law, confidentially.

Compliance & Resolution

When a potential violation is identified, the City typically notifies the responsible party and provides guidance on how to achieve compliance. Enforcement actions, including citations or legal remedies, are used only when necessary and as a last resort.
